Research shows when schools, families, and community groups work together to support learning, children tend to perform better in school, stay in school longer, and like school more.

Our Title I program serves students in elementary and secondary (middle and high) schools that have demonstrated the need for additional educational assistance. Title I, Part A services are available for eligible students attending a private school, which has requested to participate in the Title I, Part A program.

The 14 schools listed below have been selected to receive Title I services for the 2023-2024 school year under the school-wide model:

• G.W. Carver Intermediate School

• Georgetown Primary School

• Norfolk Highlands Primary School

• Oscar Smith Middle School

• Portlock Primary School

• Rena B. Wright Primary School

• Southwestern Elementary School

• Sparrow Road Intermediate School

• Thurgood Marshall Elementary School

• Truitt Intermediate School 

Provides financial assistance to school districts to meet the educational needs of students at risk of failing the state’s challenging performance standards in mathematics, reading, and writing. Title 1, Part A provides additional instructional services and activities which support students identified as failing or most at risk of failing.

The Title 1, Part A program will provide your child with additional instructional assistance in math, reading, and language arts. Additional assistance can be:

• Teaching materials which supplement a student’s regular instruction

• Teachers and instructional aides

• One-to-one or small group instruction

The federal government provides funding to each state based on census data. Each State Educational Agency (SEA) awards money to its school districts. Districts determine which of their schools will receive Title 1, Part A program services based on the school’s Free and Reduced Lunch percentage.

Schools will:

• Identify the students who need the additional educational assistance based upon the required criteria. Students DO NOT have to be from low-income families to receive Title 1, Part A services.

• Set goals for improving the skills of educationally disadvantaged students at their school.

• Develop programs for each individual student in order to support/supplement regular classroom instruction.

• Measure student progress to determine the success of the Title 1, Part A program for each student.

The foster care provisions of Title I, Part A of the ESSA emphasize the importance of collaboration and joint decision-making between child welfare agencies and educational agencies.
