Dr. Dalphine A. Joppy has been named chief academic officer, a cabinet-level position in the School Administration Building. Dr. Joppy brings a wealth of experience and a strong commitment to educational excellence and leadership development. This appointment is a homecoming for Dr. Joppy, having previously served in the division as a teacher, staff development specialist, assistant principal, principal, and Director of Professional and Organizational Development. Currently, Dr. Joppy serves Charles City County Public Schools with distinction as the Superintendent. Dr. Joppy is widely respected for her research and work in the areas of communication, leadership, and principal socialization. She is also a devoted advocate for civic and life development, actively serving in her church and community. Dr. Joppy is honored and excited to return to Chesapeake Public Schools to support our educators, empower our students, and ensure academic excellence across all schools. The School Board of Chesapeake Public Schools approved Superintendent Dr. Jared Cotton’s recommendation at the April 7, 2025, School Board meeting to appoint the following individuals to new roles within the district.
Dr. Dalphine A. Joppy, from division superintendent, Charles City County Public Schools, to chief academic officer, School Administration Building, effective July 1, 2025 (see Educator Profile below)
Mr. Robert K. Scott, from supervisor of facilities and maintenance, School Plants, to assistant director, School Plants, effective April 8, 2025 (see Educator Profile below)
Dr. David J. Richels, from principal, Greenbrier Intermediate, to human resources staffing administrator, School Administration Building, effective July 1, 2025

Robert Scott will serve as Assistant Director of School Plants.
Mr. Robert K. Scott has been appointed Assistant Director of School Plants. Mr. Scott has 41 years of experience, including 13 years with Chesapeake Public Schools in his current role as Supervisor of Facilities and Maintenance, School Plants. Prior to his time with the district, Mr. Scott served as a Mechanical Designer and Construction Administrator at Hickman Ambrose. Mr. Scott is excited for this opportunity to work on the maintenance and development of school facilities in a new role!
