Title 1 Parental Involvement Plan
To encourage effective involvement of parents and to reinforce the concept that academic achievement of children is a responsibility shared by parents and the school, we will:

  • Hold an annual meeting, such as Open House and/or Curriculum Night, to inform parents about the school curriculum, academic assessments, expected levels of proficiency, the Title I program and how Title I funds are used.
  • Provide parents with copies of the school Parent Involvement Plan and have available on request, copies of the District Parent Involvement Plan. The District Plan can also be found online at www.cpschools.com. Input will be solicited from parents in the development and the improvement of these documents on an annual basis.
  • Establish goals for school and parent responsibilities for improved academic achievement by means of a School-Parent Compact.
  • Solicit representation by parents on the School Planning Council and discuss Title I topics at these meetings a minimum of three times during the year.
  • Distribute Title I materials in Spanish when possible and provide interpreters at Title I meetings as needed.
  • Provide a minimum of two additional parent meetings or activities planned to support state academic standards and to provide parents with strategies and
    materials to reinforce student learning at home.
  • Send home literacy bags, games, DVD’s and activity kits to encourage parents to engage in supportive learning activities with their children.
  • Address the importance of school-parent communication with:
  • Parent/teacher conferences on days scheduled by Chesapeake Public Schools and as needed.
  • School and classroom newsletters sent on a regular basis.
  • Progress Reports that are sent home four times a year by the regular classroom teacher and are available electronically on Edline.
  • Reports on student progress through phone calls and written communication.
  • Provide opportunities for parents to visit the school, observe, and volunteer.
  • Provide opportunities for parents to make suggestions for planning, review, and improvement of Title I programs.
  • Inform parents of opportunities for family literacy experiences including basic adult education, GED, and ESL classes that are offered in our community.

Title I Complaint Procedure Definition of a Complaint
A complaint is a signed written statement that includes: 1) an allegation that a requirement applicable to the Title I local educational agency (LEA) program has been violated; and 2) information that supports the allegation.Whom May Complain
Any parent, teacher, other concerned individual(s), or organization(s) may file a complaint.

Complaint Procedure
1. Receiving Complaints: Complaints should be formally registered with the LEA Title I office. A complaint statement will be filed at the Title I office, and the signature of the complainant will be required. The written complaint will be delivered to the LEA superintendent.
2. Investigating Complaints: Upon receipt of the written complaint from the Title I coordinator, the LEA superintendent or his appointee will investigate the complaint within 15 business days. If the investigation is of such a nature that it requires additional time, an extension will be requested from the office of program administration and accountability at the Virginia Department of Education.
3. Resolving Complaints: Within 15 business days of the completion of the investigation and hearing, if required, a resolution and written decision will be rendered by the LEA. The dissemination of information concerning these procedures will be provided to interested parties, including all school division and school parent advisory committees.
4. Appealing Complaints: The complainant is provided is provided the right to appeal the final resolution of the LEA to the Virginia Department of Education within 30 business days after receipt of the written decision. The department will respond within 15 business days.

Basic Requirements
The Virginia Department of Education recommends that the LEA have on file an official written complaint resolution. The document provides the LEA with a formal means of resolving complaints related to Title I activities.


School’s / Teacher’s Responsibilities
The entire school staff will share the responsibility for improved student achievement; therefore, we will do the following:

  • Provide high quality curriculum and instruction that supports the Virginia Standards of Learning.
  • Maintain high expectations and help every child to develop a love of learning.
  • Be available for conferences as needed.
  • Communicate regularly with families about student progress.
  • Respect cultural, racial, and ethnic differences.
  • Parent’s Responsibilities
    I want my child to reach his/her full academic potential, therefore, I will do the following to support my child’s learning:
  • Talk and read with my child daily.
  • Provide a quiet place for my child to do homework and be available for assistance.
  • Sign and promptly return all papers that require a parent / guardian signature.
  • Require regular school attendance.
  • Attend parent/teacher conferences to discuss my child’s academic progress or lack of progress, behavior and ways I can help my child achieve his/her greatest potential.
  • Communicate with the school on a regular basis about any changes in address or phone numbers.
  • Offer positive encouragement for my child’s best effort and encourage high academic achievement.
  • Be a positive role model for my child.
  • Student’s Responsibilities
    It is important that I do the best that I can; therefore, I will do the following:
  • Be respectful of others.
  • Follow rules of student conduct.
  • Work cooperatively with my classmates.
  • Read at home daily.
  • Attend school regularly.
  • Always do my best work.
  • Be a good messenger between school and home.
  • Ask teachers for help when needed.
